আদ্-দ্বীন হাসপাতালে অক্সিজেনের অভাব ও চরম অবহেলার কারণেই ছয় নবজাতকের মৃত্যু হয়েছে বলে জাতীয় সংসদে উল্লেখ করেছেন স্বাস্থ্য ও পরিবারকল্যাণমন্ত্রী সরদার মো. সাখাওয়াত হোসেন। তিনি বলেছেন, হাসপাতালটির লাইসেন্স স্থগিতের সিদ্ধান্ত হাসপাতাল বন্ধ করার জন্য নয়, বরং স্বাস্থ্যসেবায় শৃঙ্খলা ফিরিয়ে আনতেই এ ব্যবস্থা নেওয়া হয়েছে।

আজ রোববার জাতীয় সংসদে ২০২৬-২৭ অর্থবছরের প্রস্তাবিত বাজেটের ওপর সাধারণ আলোচনায় অংশ নিয়ে বিরোধী দলের সমালোচনার জবাবে স্বাস্থ্যমন্ত্রী এসব কথা বলেন। ডেপুটি স্পিকার কায়সার কামাল সংসদ অধিবেশনে সভাপতিত্ব করেন।

স্বাস্থ্যমন্ত্রী বলেন, ‘ছয়টা শিশু যখন বাঁচার জন্য ছটফট করছিল, তখন সেখানে কোনো অক্সিজেন ছিল না। এসি বন্ধ, জানালা-দরজা বন্ধ। ১৬-১৭ জন মা কাঁদছিলেন, ছোটাছুটি করছিলেন; কিন্তু একজন চিকিৎসকও আসেননি। কার্বন ডাই-অক্সাইডের প্রভাবে বাচ্চাগুলো মৃত্যুর কোলে ঢলে পড়ে।’

বিরোধী দলের সদস্যদের উদ্দেশে স্বাস্থ্যমন্ত্রী বলেন, কোভিড-১৯ মহামারির সময় ইউনাইটেড হাসপাতাল বা বার্ন ইউনিটের অগ্নিকাণ্ড ছিল দুর্ঘটনা। কিন্তু আদ্-দ্বীন হাসপাতালের ঘটনায় অবহেলার বিষয়টি সামনে এসেছে। তাঁর দাবি, ঘটনার পর হাসপাতালের মালিক ঘটনাস্থলে যাননি। তবে তিনি নিজে পরদিন সেখানে গিয়ে চিকিৎসকদের সঙ্গে কথা বলেছেন এবং তাঁরা অবহেলার বিষয়টি স্বীকার করেছেন।

লাইসেন্স স্থগিতের সিদ্ধান্তের ব্যাখ্যায় স্বাস্থ্যমন্ত্রী বলেন, ‘অনেকেই বলেছেন, সেখানে ২০০-২৫০ টাকায় ডায়ালাইসিস হয়। সেটা সত্য। কিন্তু মাথাব্যথা হলে যেমন মাথা কেটে ফেলা যায় না, তেমনি যারা ভুল করেছে, তাদের জবাবদিহির আওতায় আনতে হবে। আমরা লাইসেন্স স্থগিত করেছি, হাসপাতাল বন্ধ করার সিদ্ধান্ত নিইনি।’

হাসপাতালের অভ্যন্তরীণ ব্যবস্থাপনা নিয়েও সমালোচনা করেন সাখাওয়াত হোসেন। তিনি বলেন, হাসপাতালের অনুমোদিত ভবনের একটি অংশে বেকারি চালানো হচ্ছে। সেখানে বিপুল পরিমাণ প্লাস্টিক বর্জ্য জমে আছে, যা অগ্নিকাণ্ডের বড় ঝুঁকি তৈরি করেছে। তাঁর অভিযোগ, মালিকের অবহেলা ও একগুঁয়েমির কারণে পরিচালনা পর্ষদে পরিবর্তন এনে তাঁর স্ত্রীকে প্রধান নির্বাহী করা হয়েছে।

সরকার স্বাস্থ্য খাতে শৃঙ্খলা প্রতিষ্ঠায় আপসহীন থাকবে উল্লেখ করে মন্ত্রী বলেন, ‘সবার আগে বাংলাদেশ, সবার আগে দেশের ১৮ কোটি মানুষ। মানুষের স্বাস্থ্য ও জীবনের মূল্য সরকারকে রক্ষা করতে হবে। আমি আমার প্রধানমন্ত্রীর নিয়োজিত স্বাস্থ্যমন্ত্রী। আমার বাচ্চাগুলো বিনা চিকিৎসায় মারা যাবে—এটা হতে পারে না।’

বাজেট প্রসঙ্গে তিনি বলেন, এবারের বাজেট শুধু সংখ্যার নয়, গুণগত দিক থেকেও গুরুত্বপূর্ণ। গরিব মানুষের চিকিৎসা ব্যয় কমাতে ক্যানসার ও কিডনি ডায়ালাইসিসের খরচ কমানোর পাশাপাশি মানুষের ‘আউট অব পকেট এক্সপেন্স’ বা নিজস্ব পকেট থেকে চিকিৎসা ব্যয় কমানোর বিষয়েও বিশেষ গুরুত্ব দেওয়া হয়েছে।

জলবায়ু পরিবর্তনের প্রভাব মোকাবিলায় প্রধানমন্ত্রীর ‘ওয়ান চাইল্ড, ওয়ান ট্রি’ কর্মসূচির কথাও তুলে ধরেন স্বাস্থ্যমন্ত্রী। তিনি বলেন, প্রতিটি প্রাথমিক বিদ্যালয়ের শিক্ষার্থী নিজ নিজ আঙিনা বা বাড়িতে একটি করে গাছ লাগাবে, যা ভবিষ্যতে পরিবেশ সংরক্ষণে ভূমিকা রাখবে।
